This is by far not the only beach with this problem, probably more the norm than the exception. I've seen it on tucked-out-of-the way beaches, but also on popular central nude beaches. And then there are many degrees of "suggestive" behaviour, from the outright indecent to the more subtle - been there, seen it.

It is not clear if media-attention helps or whether it only draws more attention and repels potential honest visitors (= read women) who pass the chance to end up as bait. One thing seems for sure, once a "reputation" gets a hold it becomes increasingly difficult to get rid of the problem. Beach-guards are not always/everywhere an option, and one can not patrol a beach 24x7 either. Ticketing doesn't help for the same reason. The problem has to be caught early on.

At our local beach we identified more or less all "offenders" and make sure they don't get a chance. We also support women, let them know that there is beach support group who keep an eye out, who are not afraid to speak up to offenders and are tough enough tackle the problem.
