SAO PAULO (AP) — Two German tourists have been detained for taking their clothes off in the lobby of a Brazilian airport, authorities said Tuesday.
The two men allegedly changed their clothes in front of other passengers at the Salvador international airport while awaiting a flight back to Germany on Monday, authorities said.
Police formally accused the tourists of obscenity and said they could face up to one year in prison if convicted. They were released following a two-hour interrogation and were being allowed to leave the country, but signed a document promising to return to Brazil if requested by authorities.
The men were not identified by authorities.
Police inspector Maritta Souza said the 66-year-old man from Koenigsberg and his 64-year-old friend from Bad Bevensen said they thought it “was normal” to change clothes like that in Brazil, especially in a beach city like Salvador.
They said that they were late for their flight and needed to change into new clothes because one of them got wet during a boat trip and the other felt sick and vomited during the same trip earlier in the day.
A Brazilian passenger called police when he saw the tourists taking their clothes off in front of other people.
“I went there and asked if they would like to see other people taking their clothes off in front of his wife or in front of kids,” Paulo Goes told Globo TV. “They just laughed.”

Well, I guess those gentlemen were dead wrong! What you do in Germany does not necessarily mean you can do the same in Brazil. Especially in an airport! Do they allow passengers to disrobe in German airports out of curiosity?

How much did they disrobe for goodness sake, if you're changing clothes you don't need to be stripped naked, so was this some sort of dare, a stunt, or was there an over reaction by fellow passengers and the police?
Is this allowed in Germany, errrm, well I doubt there is a law prohibiting it, but the Germans probably wouldn't have complained about it, then again it depends whether they were completely naked or not.
Not enough info to arrive at a decision on this one!

I have never been to Germany but Germans have been over here each year in "sister city exchanges". I have seen them quickly change clothes among large USA populations in the city park, and apparently think it violates nothing.
I have not seen them completely nude.

Exactly, they are not shy about changing, but I somehow doubt they got completely naked at any time.
I would much prefer this attitude rather than an obsession with baring skin, the most ludicrous situation is the towel dance, as performed on British beaches.

I have seen both Germans and Austrians strip to underwear in Ski Resort parking lots (but only in Central Europe, not in the US). I have seen French soldiers strip to underwear in a US Army laundromat in Berlin back in the late 1980's (Truman Plaza PX area for anyone who ever served in Berlin). I had gotten used to relaxed modesty by then, so it did not bother me. It was a good thing not too many other Americans were present that day, because they could have caused trouble for our French allies, as that was not really acceptable behavior.

The map is strange: centered on Brasilia it doesn't even show Salvador da Bahia, where this took place.
Local news reports said more clearly that the Germans only stripped to their underwear.
A lot of airports have recently had the terminals upgraded so that they're essentially luxury shopping centers. Stripping to one's underwear might well offend the pretentious middle class - at home in such venues - but in general it doesn't offend Brazilian mores.
There was a case a couple of years ago of a Swedish passenger who told that his very short shorts were "inappropriate attire" for first class in a flight back to Europe from Rio, took them off and browsed through his suitcase for something else. All he did was raise eyebrows.
The calling in of the police, rather that the changing of clothes, is what was aberrant here.

Last summer I wore short shorts on a flight from Vienna to Helsinki. Couldn't have publicly taken them off because I wore no underwear!

It was in Germany, where you were a guest.

I lived for two years in Berlin 1987 to 1989. Was there when the Wall fell. Then in Frankfurt (actually Kronberg outside of Frankfurt) and lastly in Augsburg.

One time, in 1985, I was staying for a quarter at a dorm at Armstrong State College in Savannah. There was a Dutch student on a tennis scholarship that was my room mate.
I took him to Tybee Island to enjoy the beach. He was the only one in a speedo.
When he was ready to leave, he stripped dried off and then got dressed.
I explained to him that was not usually done in the U.S.A. and he agreed not to do it again.
When you are waiting in the line at Brazilian immigration at the Sao Paulo airport, there are signs warning about sexual behavior with minors.
When one is filling out the paper work for entry, one signs a statement that one understands the possible penalties.
There are westerners from the U.S.A., Canada, and Europe who go to Brazil and take advantage of minors sexually for money. The Brazilian authorities are working hard to stop this.
When those men stripped in a high security area such as an airport in front of minors, they were acting very foolishly.

I guess Paulo Goes wasn't impressed with their laughter.
I imagine the German men couldn't care less if someone undressed in front of their wives or kids. That's why they laughed.
And I doubt that good ol Paulo was curious about German customs. He most likely had quite a rude tone in his voice.

I lived in Germany too, and I accepted their culture, as a guest of the German state, as are all visiting military.
Gutersloh, Wildnrath, Bruggen and Rheindhalen, also tasked to Laarbruch Dusseldorf, Berlin and Emden.
I loved the German attitude to life, and if the Queen would pay me to go there again I would.

Men in the USA, when they have to change clothes at the airport, they change their clothes in the men's restroom. I have changed pants in the restroom myself.
However, I like the German attitude about changing clothes.

The classic case is the towel dance, we see it here on British beaches, and I'm sure you get it over there too, but on continental Europe they just drop their cossie, dry of and get dressed, no fuss, no bother. If anyone nearby doesn't want to see a willy, they look the other way, that's the accepted norm.

I don't think that I have ever seen a "towel dance" on the beaches which I have been to, unless it was parents changing children, as the restrooms were always close by the beach, where anyone could change.
However, I suspect that others here have seen the "towel dance", and especially on the beaches without restrooms near-by.

Oh you have to witness that, purely for the entertainment value, so funny!

I saw the towel dance once. The man's dog grabbed the towel and ran off with it. Everyone laughed including him.
I often see kids below 5 without any swim suit at all. I never did this with my kids. I remembered my mom telling me as a boy that if I did that, worms would get into my bottom. I was not sure if it was true and did not want to find out.

People can get pretty crazy with the towel dance here in the US too. It's easier for guys since we can just put it around out waists and we still can kinda dry off that way. I've seen women go to great lengths to take off bikini tops after putting a shirt on over it.

I think so, but I would rather see a nude woman dancer do the "Dance of the Seven Veils". :)

Um, the Swedish guy at the Rio airport wasn't wearing underwear either. That's why his taking off his shorts and poking through his luggage got enough attention to make the newspaper. But not to call the police.

Oh, absolutely. The towel dance is an English tradition - quite hilarious.

Better than the towel dance is the tent-like structure designed to hide all flesh when changing. Once saw an English woman doing this to change into her bikini. This on a nude beach in France. And, in contrast, a French woman standing and disrobing completely before putting on a swimsuit, this on a busy non-naturist beach. Guess it all depends on your cultural attitudes.
