Try holding down the ctrl key + the scroll wheel (on your mouse). Moving the scroll wheel up will make the screen larger; down will make everything smaller. Does this help?

Sound like they've adjusted your monitor resolution in the Control Panel.

Which program are you using? If you're using Windows XP :
RE: Desktop Icon Size is Too large.
STEPS FOR CHANGING DESKTOP ICON SIZE
1. At Desktop, right click your mouse.
2. Choose “Properties” from the context menu (to do this, left click on your mouse).
3. In the Properties Window click on the “Appearance Tab” at the top.
4. In the Appearance Window click on the button called “Advanced”
5. In the Advanced Appearance Window choose “Item:” from the drop down list and choose “Icon” and you can choose desired Icon size. Once you find Icon you can choose the size from the Size box.
*By default many users will see 32 x 32 pixels but this can be changed to whatever you want.
6. Press the Apply button once you are satisfied, press OK

If you're using Windows XP :
RE: Tool bar is too large.
STEPS FOR CHANGING TOOL BAR SIZE
Normally, the main section of the Windows XP Start Menu shows larger icons than the "All Programs" menu. If you'd like, you can shrink the size of these icons as well, allowing you to display more recently-used programs on the main section of the Start Menu.
1. Right-click an empty area of the Taskbar and choose "Properties".
2. When the "Taskbar and Start Menu Properties" dialog box appears, select the "Start Menu" tab.
3. Click the "Customize" button.
4. When the "Customize Start Menu" multi-tabbed dialog box appears, click the "General" tab.
5. Select "Small icons".
6. Click "OK" on the dialog boxes to close them.
