Your best beach is at Kahena, its on the east side in the Kapoho area, about 40 miles SE from Hilo. There used to be a good beach on the Kona side, just north of Honokahau Harbor but the police raid it regularly. The police seem to stay away from Kahena because its isolated and difficult to see from the road. A good place to stay if you are going to Kahena is Kalani Honua (check it out on the web). Noodie is 99% correct in his info, the 1% being that Kehena is spelled with 2 e's.
Kehena is a wonderful, black sand beach and has palm trees back of the beach for cover. Steep path down, and big step up when coming back. Big surf (less so in the morning), so be careful swimming.
Not a big beach, but not a big crowd either. Good mix of people including families, gays/lesbians, and close to a 50/50 gender balance. About half go nude and there are no hassles. On Sunday afternoons, a much larger crowd, because there is a very enjoyable drum circle.
Kalani Honua (also called Kalani Oceanside Resort) is a new age resort. You can visit for a meal at a reasonable price, but phone first.
There are a number of B&Bs/cottages for rent in the area (called Puna) at low prices (e.g. $60 per night). Do a google search for "accommodations Puna" (without the quotes) to find them. You can find accommodations where nudity is no problem at all.
Close by is Volcanoes National Park, and you can walk in from where the coastal road ends to see molten lava flowing into the sea (but stay 100 yards back). Also nearby is Puna, a very funky town with several good restaurants.
Great place to go if you want a laid back, inexpensive, pretty nude vacation. Wish I was there now.
Other than Kehena, there is nowhere else on Big Island where nudity is well tolerated by the authorities.
