When I become Field Marshall General President For Life and Tyrant of All I Survey, there’s going to come some changes.
Since people are just too damned dumb to do anything other than keep sending the same Herkimers and Fletchers to Washington, I’m going to dispense with the nonsense and save us all some money in the process. TV ad managers and political consultants will hate me for putting them out of business; but we’ll find them work rebuilding our neglected highways, streets, schools, bridges and other infrastructure. Any way, we Tyrants thrive on hate...helps to keep people in line.
Senators and congressional representatives will be selected by lottery, without exemption except for verifiable diagnosis of terminal illness or the terminal illness of an immediate family member or other like humanitarian or extreme hardship, and without regard to income, profession, race, sexual orientation, disability or ethnicity. They shall fulfill the same terms of office and meet the same age and citizenship requirements that are currently in place. They shall serve one term only and then return to their previous life or to seek other avenues except those closed to them by reason of their service.
They will be indemnified and protected against financial loss, job loss or other financial or professional hardships, during their term of service and will be paid the same amount as they were earning before their term of service but adjusted for cost-of-living differences and costs related to job requirements.
Each will be assigned a staff of well-trained professional staffers, independent of their political beliefs, who are employed by the government and not the congress person. Staffers will be hired and promoted on the basis of merit, tenure and test scores. They will be protected by civil service, however, once leaving the government they will be prohibited from employment by any lobbying firm. They may however enter, without restriction, industries doing business with the government, or other private enterprise or academia.
Lobbyists must be registered and licensed and prohibited from the cloakroom and floors of either house. They will not be permitted to give gifts, sponsor parties nor employ relatives or former staffers of the Congress and Senate. Additionally, lobbying firms may not employ former Senators or Representatives unless that individual was employed by that specific lobbying firm prior to their term of service.
Former Representatives and Senators may write books and/or give lectures based on their term of service, or seek other government employment (based on training and merit) upon completion of their service.
Bureaus, agencies, departments courts and all other federal positions, from top to bottom, including the Cabinet, will be filled through competitive examination and merit from persons specifically trained in the areas in which they will be employed—no more Oklahoma horse breeder association apparatchiks heading up FEMA!
These positions will be Civil Service protected and subject to all the same post government employment restrictions as are the representatives, senators and their staffers. The intent is to eliminate crossover from government regulated industries to and from the bureaus, agencies and departments regulating those industries.
The military will continue, for the nonce, to be structured as it is now...with civilian management subject to the same regulations as the rest of the government. However, their ranks will be bolstered through universal national service: all citizens according to their ability and choice will choose to serve the nation either in the military, health volunteer, classroom assistant, conservation corps, care of the aged, or other such service work for a minimum of two years upon completion of high school and prior to entry into college, or other professional or trade training or employment. Those desiring to merely enlist in the military may do so.
The Department of State will be staffed with career Diplomats and Foreign Service Officers, not political appointees representing the viewpoints of narrow interest political factions.
FMGPFLTOAIS shall be free to select, without regard to the requirements of other federal service or positions, up to eight personal advisors and assistants to counsel him in his dealings with Congress and the various branches of government.
