I thought you had it there for a moment. Just because someone does something while nude does not make nudity a behaviour. It is like saying blonde hair is a behaviour if you rob a bank after bleaching it blonde.
No. Being offended is not a behaviour either. It is a state of being. How you respond is the behaviour.
Yes, being offended is a learned behaviour. One is taught what is "offensive". Children are not offended by nudity, their own or others, until society and/or their parents teach them to be.
An opinion shared by many does not make it true.
