The way this could've gone much more civilly, and please correct me if I'm wrong, is for A: females who wished to join in on the peaceful protest could do so by merely going about their normal, everyday business, just as they would if they had not been topless and B: everyone else around those who chose to protest peacefully in this manner would not gawk or for Heaven's sake, not even start snapping photos trying to catch a glimpse for their viewing pleasure afterwards.
The event should've never been taken into a shock-value context because us nudists know that gawking is one of the primary no-no's of nudism and it seems all-too appearent that no one there had a clue as to what self-discipline means in a situation like that.

I think it is a sad commentary on our country but not for the reason you've given. Men want to see naked women in the flesh? Stop the presses! Maybe if they saw more of them, the illicit thrill would wear off, and they'd learn how to appreciate the sight of a naked woman without behaving "like a boob". On the other hand, men are going to want to look at naked women, regardless of how many they see, and some of them will delight in taking pictures of them. What point does it serve to criticize men for having that desire? And encouraging women to scorn rather than be flattered by the request is actively promoting an antagonism between the sexes. Are artists who document nude women similarly desperate, and inconsiderate of women's feelings? Or is there a difference between trying to 'steal' a woman's image like it belongs to you, and asking her respectfully because you have a genuine concern for the interests of the women you admire? Our country is in a sad state, but it's not because men are sexually drawn to women. It's because we think there's something wrong with men being sexually drawn to women, and use every opportunity to criticize them for it. Now that's bonkers.

I think that many men are starved from knowing, first hand, what a real woman, other than their wife, really looks like. How sad that is. So, when an opportunity like this presents itself, they see this as a form of entertainment, and act accordingly.
I think that if women really want toplessness to be accepted, they should start doing ordinary things topless, when it seems appropriate for the occasion. Going to the beach or park are good examples of where to begin. Eventually, it will become commonplace and people will no longer be shocked by it. It might also reduce the body image problems, that we seem to have, when children grow up in a more open and free society.

Once the taboo factor is dissolved and females go about being topless in the right settings, such as you mentioned, the parks and of course the beach, why not on the front porch or in the yard for that matter, and so long as the females who do choose to be topless are doing it for the right reasons and not at all to merely be showing off, then within a short amout of time the 'wow' facor will dissolve and we as a society can get on to being known for having a healthier attitude about the Human body.
