NG, that link won't help much because all text in dutch.
The request of the Dutch Naturist Federation stems from a number of recent sex-'events' on a few nude beaches. As most will know, the Netherlands is very liberal country and with so many people confined to such a small place, things get sometimes out of control, in public. The problem is not so much that people have sex in public (in fact it is legal in Denmark, as long as no-one complains), but that it puts naturists in a bad light because naturism and naturists get identified with this behaviour.
The NFN appreciates that some people seek nature to have sex, but would it then not be possible for the authorities to identify and designate areas reserved for this, like nude beaches are designated for those who enjoy a clothesfree lifestyle.
The whole article is quite long, I think the above captures the most important bit.
NB, Anyone who has followed the Cap d'Agde discussions here, knows that it's about the same thing. Also there on the nude beach and in dunes people have sex, sometimes in variants that you never new existed. We're not talking about innocent behaviour anymore.
