All I know is what I see on the Internet.
Plage des 100 Marches to the south of Biarritz gets mention as a nudist beach. It's a very long beach with no development close inland along some segments, so it seems likely there are sections that would be used by nudists.
If you have access to a car, you might want to check out Arnaoutchot Camping Naturiste < https://www.arna.com/en/ >, which is about 60 km north of Biarritz.
