I have seen people laying out nude without being hassled here lately.. Is this a new Orange County nude beach???

Just got back from Crystal Cove State Beach CA.
I stopped by there after work for a couple of hours.
Better to be at the beach than sitting in traffic for a couple of hours!
I did see one couple nude sunbathing.
I wish I could have done the same but I didn't want to get in any kind of trouble!
I'll just have to wait for the weekend and maybe hit Blacks Beach.
But the price of gas is killing my travels!

No, I've heard the same thing... It's a state beach and it's being permitted.

I think you are right about that Mark - in theory. In practice I'm not so sure. Maybe someone could pose the legality question to the local beach authorities and see what the answer is. And I'm afraid that the "local concurrent jurisdiction" rule could easily be applied if any of the nearby residents decided to complain. After all, this beach is only about a 20 minute drive down the coast from the (now infamous) Huntington Beach.
But, I must say, it would be a nice thing to see this beach develop into San Onofre North.

This is an interesting possibility, particularly as we'll be there in a couple of weeks. We stay nearby, and walk every day on the beach.
However, it's hard for me to think that it will be allowed to develop into a popular clothing optional beach. There's a large state park above it, with several roads leading down to the beach. Cars, other than park vehicles, can't come down, but the roads make for easy beach access. In other words it isn't very secluded, and there's no history of clothing optional use.
My guess is that the occasional nude use won't attract much attention, but if it becomes popular people will begin to complain. If you look at the development above the park, you see that it's inevitible that a lot of wealthy, well connected people come down to that beach. When they get unhappy, they can complain far above the level of the lowly rangers who do the enforcement.
