That was a long time ago. Now Baker Beach is no longer a nude beach, but they say that Marshall Beach, the north part still is. However, I also hear that even that is overrun by clothed people, wanting to get pictures of the Golden Gate Bridge. Now I'm wondering if Muir Beach, Black Sands Beach, and Perles Beach are still officially nude beaches.
Other sources say it's not. Some even say they saw police ticketing or arresting people for being nude.
Baker Beach is definitely still clothing-optional, at least north of Battery Chamberlin. I've stripped down there a dozen or more times in the last couple of years, and never seen anyone bothered by law enforcement for being naked. And the official website of the GGNRA (https://www.nps.gov/prsf/planyourvisit/baker-beach.htm) says "The northernmost end of Baker Beach is frequented by clothing-optional sunbathers."
If someone was ticketed for being nude, it was probably either a) in the textile part of the beach or b) not at Baker Beach at all (e.g., at nearby China Beach).
