If your town or city has changed its laws to allow nudity in the parks, beaches and Swimming pools at any time, what would be the best way to announce the change in the law so that most people would be aware of the new laws

Besdies publishing it with the news of commission meetings, the city newsletter, I would add a flyer to the utility bill. Signs at all locations would also be advised.

You can find an actual case where public nudity suddenly became legal in a large American city.

In 2004, George Monty Davis was arrested in San Francisco for performing nude yoga in front of a crowd waiting for a cable car. He was arrested, but his prosecution was unsuccessful, San Francisco's anti-nudity law at the time required lewd behavior. The judge ruled that the defendant's behavior was not lewd, therefore it was not illegal.

There was no formal announcement that public nudity was suddenly legal in San Francisco. The only public notice was from the newspapers that reported on the legal case. Regardless, there was a small number of people in San Francisco who were paying attention and began exercising their right to be nude in public.

Public nudity remained legal in San Francisco until 2012 when the board of supervisors passed a new city ordinance that banned public nudity regardless of whether lewd behavior was involved.

That was a good victory, however short lived. Apparently, they want everyone to wear clothes.

Wonder how many of the Board of Supervisors announce that they were against nudity while they ran for election

The vote on the 2012 anti-nudity ordinance was six in favor and five against. The chief proponent of the Bill, Scott Wiener, is now a member of the California state senate. He is a Democrat, and he is openly gay. His politics is generally very liberal. His opposition to nonsexual public nudity seems out of character with the rest of his political philosophy.

Sounds like he wants to restrict freedom, no matter what that entails.

You are 100% correct. His proposed laws want to further have more /government control over our freedoms. He's more of a Authoritarian than a Democrat.
