Who in the federal government in the past decades have done anything positive or negative regarding laws to move the needle on nudism? Nobody. This election will not change that.In order to protect or further nudist issues, you need to elect far more reps and senators who are actively pro-nudism.

I actually think the most benefit could be gained from having positive portrayals of social nudity on TV and in the movies. This is essentially how the public perception of gay rights and gay marriage was changed. To some extent, this is already happening. Implied nudity has been featured on many shows from Seinfeld to the Simpsons.

"While I don't expect any dramatic action from a Biden administration such as mandating nude areas at national seashores, I do think there is great symbolic importance in having a president who is an acknowledged skinny dipper."
About the only things the federal government could do would be to allow nudity on public lands such as beaches and deny states the jurisdiction to arrest and bring to trial. As for having a president as a skinny dipper, it would be better to tout popular celebs rather than someone that roughly half the country will dislike.
"Laws could be changed which the president would have to sign, but the courts would have more of an impact if they started ruling with more of a relaxed attitude."
nudey, this is far better done on the state level. I also have to ask if there are federal laws against public nudity (not counting military conduct on military bases). State laws are where we need to focus and it is far easier to deal with representatives who have a smaller constituency.

The most likely route for public nudity to be legalized is through action by the courts, but public sentiment would need to be behind it in order for the courts to have courage to act. This is exactly what happened in the case of same-sex marriage. The courts were behind changes in law that allowed nudist publications - and subsequently porn magazines - to be sent through the mail. The courts have also been behind changes in law that allow women to be topless in public in some states. New York is a notable example. One important thing that a Biden administration would bring is judges that are less conservative.

There is one positive thing for nudism about the Trump presidency. That is his wife Melania. When she was working as a model, she was not ashamed to be photographed nude. This was not held against her husband during the election. Not even those on the religious right complained. There was a lot of good will toward Melania initially. Those who didn't like her husband initially assumed she was just along for the ride. During protests against her husband, people held signs that read, "Melania, blink twice if you need help." That all changed when she wore the "I really don't care. Do u?" jacket while on her way to visit detention centers for migrant children.
