I agree that the neighbor who called should be at least fined for a nuisance call. The police who showed up at the house should also be sanctioned for how they responded to this non-event that wasn't illegal. You can't threaten someone for allowing legal actions to take place on their property.

I have mixed feelings.

There is nothing implied that a naked 4-year old is lewd.

However, with the number of creeps running around, maybe the neighbors feared for the boy's welfare.

But, I agree, the police could have handled it differently.
