Not terribly accurate. There are laws on the books that have been invalidated by the courts, or simply can't or won't be enforced because of the certainty that they would be ruled invalid - such as Cleveland's 'underboob' prohibition which is made invalid by several court rulings over 20 years ago that made topfreedom legal in Ohio. They wouldn't dare to charge someone with the underboob law because of the certainty of it being thrown out - but the purpose of such a law is not to prosecute people, it is used to threaten women. However, Ohio authorities have shown a willingness to use charges of 'disordely conduct' in order to control women without risking charging them with invalid laws - I only know of a single case in Bowling Green where that happened, but it remains possible.
