Perhaps the blue shorts he was reported to have been wearing when he entered the water just dissolved.

I'd have been a "stunned onlooker" too were I a Brit whose taxes were paying the salaries of police officers wasting time and resources on such things. It should be the police who were "quite embarrassed" to be caught on camera!
