Lunatics in charge of the asylum. Since it has stood for 40+ years, the house is not so out of place that it drew attention. Certainly, a less drastic solution could be found.

Hindsight would suggest better approaches to this problem, but zoning laws and the permitting process is there for a reason and the older couple appears to be in violation for several reasons. First, not getting the proper permits or variances necessary for the original construction, and second for cutting the neighbor's hedge without permission. Mediation or arbitration could provide a solution agreeable to both parties, but the article does not suggest that swimming nude is the issue. If that is the case the swimmer should expect some level of privacy, but certainly not complete privacy, especially if there is an ordinance which limits the height of her hedge.

Sounded to me like the new neighbor moved in, the older couple didn't like her swimming nude, tempers flared, things escalated. Turned into "don't hassle me about swimming nude or else". As the new owner, I don't care what friendly agreement you had with the previous owner who let you do things against code. You try to push me around, I'll push back.

Reminds me of "real life" situations - what we used to call "throwing cherry bombs into the river, but the river is full of s**t" --- you're going to be paid back worse...

The "bee in the bonnet" ...
